Grade 8 ground grading compliance is the driver Dave.  All grounds in both Division One's apart from Looe and TMS and those we already have records for have been visited and feedback provided to the clubs.   This season a club also has to apply but that will change next season as the grading exercise will be completed very soon.
From the top Mawnan need to move their pitch to the top of the field and are negotiating that but it may not be possible for next season, Hayle aren't eligible, Praze cannot meet the grading at Nancegollan but may have a solution, St Ives would need another check of the pitch against the Grade 8 requirements, Troon passed ground grading, RNAS Culdrose have some works to do and will be compliant in time for promotion at the end of next season, West Cornwall are Grade 8 compliant.
Of those clubs Mawnan, Troon and Praze have applied.

As I have said elsewhere, this project is still very much alive and it is hoped to be in a position to make an announcement soon.  Until then confidentialities have to be respected.  All I would say is that it has been far from a smooth ride.

They've moved a bit as you probably know Tommy but you only have to look at Truro's fixtures for an example of intransigence over reality.  They have their play-off schedule and that drives everything.  I fear that only when it becomes completely obvious that that is impossible to achieve will they blink.  At some stage reality must kick into their thinking but they seem to think at the moment that simply saying 'everything must be finished by date' means it will happen without any real understanding of what they're saying.

Steve Carpenter got a reaction from Railwayman in Exile in MIDWEEK FIXTURES - TUESDAY/WEDNESDAY, 19TH/20TH MARCH, 2024
I wasn't at the game but I took a call from the club when the referee left the ground.  At that time it wasn't absolutely clear whether the referee had abandoned the game so I said do not complete the game.  These are very unusual circumstances and my fear was that to do so with a substitute referee if the appointed official had abandoned the game would lay both clubs open to further disciplinary action.  This was confirmed as the correct action this morning.
This matter is now with Cornwall FA.

Steve Carpenter got a reaction from Thecupfootballblogger in Applications to get promoted.
Feeder leagues have to be in place to provide a pathway to the NLS at Step 6 for clubs with ambitions to progress and provide the highest level of County football.  There are about 50 across the country.  As a feeder we also get £3k per season from the FA as an admin grant which helps keep the costs down for all clubs.  We used to get a League Development Grant to pay for various initiatives but that was stopped after the first season.
As you probably know, today was the deadline for clubs to send in proposed rule changes for next season.  3 clubs have done so.  There are a number of other tweaks that will be discussed at our committee meeting on Monday before being circulated to the clubs. One of those covers amended arrangements for promotion to the Premier Divisions which will become automatic for those clubs whose grounds meet the criteria and who finish in promotion positions.  To enable that a programme of ground grading of those Division 1 clubs that need one is nearing completion with only 4 clubs yet to be visited.  Those Division 2 clubs promoted at the end of the season will have a grading visit early in the new season, possibly earlier.
These are the sort of things we can do now that everything is under one umbrella.

    NLS Regs 5.2:
    Step 6 and relegation
At the end of the Regular Season the Clubs in the bottom three positions of each of the seventeen Step 6 divisions will be liable to relegation. The final number of Clubs to be relegated will be confirmed once promotion candidates from Feeder Leagues and any vacancies are known. If reprieves are required the Clubs third from bottom will be ranked on a points per match basis (then goal difference, then goals scored if required) - the Club(s) with the best points per match will be reprieved. If all third from bottom Clubs are reprieved, and a further reprieve(s) is required, the same process will apply for Clubs in second from bottom (and so on).
Sounds simple but can get complicated with sideward moves, withdrawals etc.  St Dennis are only 1 point shy of last season's total which was enough to save them but I believe they were classed as second bottom in last seasons calculations.
Only 1 of the 3 promotion candidates can be promoted from St Piran.
There are more than a few weeks left yet before Phil et al need to worry about it and I'm sure he'll be expressing his view to the FA.
