Clubs can be and are being deducted points.  A stepped approach is taken with incremental increases in the penalties applied on each occasion.  This starts with the game being awarded and half the maximum fine for the first occasion up to a maximum deduction of 12 points (plus fine) the 6th time a team fails to fulfill a match.

I see St Merryn handed Pensilva the title in Div 2  East, I believe this is there 4 or even 5th walk over. 

Hate to see teams struggle for sides.

I do recollect a team I watched on a few occasions, Tintagel, expelled from the Duchy League after 3 failed attempts to raise a team, all results nul and Void with games left to play, which in turn lead to the club folding,is this not the rule in the St Pirans League?

No it's not.  It's not inthe FA Standard Code Of Rules nor is it a 'local rule' that has been adopted.  It's not one that would be sanctioned by Cornwall FA and I don't think it was actually written in the Duchy rules either.  It's certainly not in the copy I have from last season.
