promotion/Relegation

The simple answer would be 2 relegated from the Premier, replaced by one each from the two Division Ones.

Then concerning the two Division Ones - one relegated from each.

However as it has rarely worked like that - here's the appropriate League rules copied and pasted....

 

 

13.4.5 Providing there are 20 clubs in the Premier Division, the Bottom 2 clubs in the Division will be relegated to Division 1. They will be placed in the most appropriate Division based on their geographical location. Should there be less than 2 clubs eligible to be promoted to the Premier from the Division Ones the side finishing bottom will be relegated and the side finishing 1 from the bottom will not be relegated. Should there be no clubs eligible for promotion from the Division Ones then neither side will be relegated. 

13.4.6 All clubs in Division One East & West are eligible to apply for Promotion to the Premier Division. Clubs must state their intention to seek Promotion no later than 31st January in writing to the Secretary. Once written application has been received by the League a club shall not be allowed to withdraw the application and the board shall have the right to place the club in the premier division for the following season or the club shall pay a fine of no more than £1,000. The League will ground grade applicant clubs and meet with their Officers no later than the 31st Marchto determine if they are able to meet the minimum entry criteria. Clubs who finish as Champions of Division 1 East or West and have correctly applied for Promotion and met the minimum entry criteria will be promoted. If a Champion club has not met the criteria or does not desire Promotion then a side finishing as Runners Up in Division 1 East or West will be eligible for promotion. Where neither 1st nor 2nd are not considered for promotion a side in 3rd can be promoted. Where a reserve team, which is deemed ineligible to attain promotion, finishes in 1st, 2nd or 3rd position the board may permit the club finishing in 4th to be promoted. Should no clubs be eligible under this rule then no promotion shall take place that season

13.4.7 Should there be only 1 place available for promotion to the Premier Division then a Club finishing as Champion of one Division shall take preference over a side finishing Runner Up of the other. If 2 clubs are eligible for 1 promotion space and they have finished in the same league position a play off match shall be arranged by the League. Any play off match, to decide promotion or relegation, will be of 90 minutes duration with 30 minutes extra time and penalty kicks as per FIFA regulations used as required. The match will be a one off at a ground selected by the league. The League will pay all reasonable expenses occurred in staging the game with any residue gate money after expenses paid into the League Benevolent Fund.

13.4.8 Clubs in the Top Divisions of the feeder leagues are eligible to apply to this league for promotion. Such application must be made in writing not later than 31st January each season. Applications must be made on headed paper, signed by 2 serving club officers and enclosing the fees referred to in the tariff. Clubs will be inspected on or after 31st Marchwhere club officers must be present. If it is decided that the club can meet the minimum entry criteria for Step 7 then their application will next proceed based on their final league position. If 1 or 2 clubs finish as Champions or Runners Up in the feeder leagues and have met the entry criteria, they will be promoted and placed in the most appropriate geographical division.  The League will look to take the Champion or Runner Up club, however a club finishing in 3rd will be considered if the taking of that club fills a vacancy in the higher division. If more than 2 clubs are eligible for Promotion then clubs finishing as Champions of any of the leagues will have priority over clubs finishing as Runners Up in any other league. If more than 2 clubs are eligible and the league has less than 56 clubs in membership the board may allow extra clubs to join, if however the taking of extra clubs would result in sides being relegated then only 2 clubs can be taken and the board will be balloted to determine who should enter. In this event clubs will be invited to make a presentation to the board before the ballot is cast. The side finishing bottom of each Division One will be due for relegation. Each relegated Club will be allocated to the Competition most appropriate. If only 1 Club is eligible for promotion, the bottom Clubs in the two division ones will play off to determine which shall be relegated. 

13.5 If no Clubs are eligible or wish promotion, the number of Clubs to be relegated will be reduced.

Don't know about a minimum but the SWPL stated earlier in their promotion/relegation post on their own form that "The two Step 7 Divisions currently have 35 clubs in membership, rules allow maximum of 36. The first club to be accepted fills the vacancy and a second club accepted triggers relegation. Provided the two clubs at the bottom of East & West wish to remain in membership they are entitled to a playoff match under the same rules as the league cup final to decide who remains members.

The maximum strength of the league is 56 clubs, 20 in Premier and 18 in each of East & West."

Hope all this helps - but is there a more direct question you should be asking to avoid loads of irrelevant info being made available to you?

It is never simple to forecast what will happen as other factors sometimes come into play e.g. a team from outside the SWPL may request a sideways move into it or a team may request demotion as Liverton did. For those seeking promotion, it is very much wait and see and cross your fingers.
