New wording allows the fourth official/assistant referee to check the equipment and, regardless of the reason for leaving the field, the player is treated the same as if returning after an injury. Personally I can't see how they affect the game but there's obviously a reason. I've not been affected by sock tape, leggings, under shorts etc yet I think it's aimed more at the higher level where the assistants look at colours to aid them, if a player is wearing a different colour garment this could cause confusion if they have lots of different colours.
