Is it not only the ref or nominated ref that can postpone the game? The club cannot make that call!

Not on the day of the match. The ref will (or should) listen to the concerns of the Groundsman, but it is still his decision to make.

Uummm.... So the answer is yes, it's the refs call, not the club. The groundsman says no, the ref says its fit to play on then the game is played, likewise if the groundsman say yes, the ref says its unfit to play on then it's postponed!

With reference to the time matches can be called off, it is not 1400hrs as you stated, The SWPL state to be carried out in time to prevent unnecessary travelling of the way team.
