I guess it is for players travelling expenses, but is it really the old "boot money"? It seems that the teams with the best budgets gets the best players. If it is more than travelling expenses, does that make the players pros? I guess you have got to classify the players as semi-professional, if they are paid more than travelling expenses. With many clubs finding it a real struggle to raise a "budget", players playing a game they enjoy, should they really be paid more than travelling expenses?
