Why does the premlimanry round of this competition not require ( official ) referees assistants?

As it costs the clubs double if you get into the first round!! money is tight so i would hope the

CCFA will think about this, and surely the games should be finished on the day as we always end up getting a dozen games to play in may!! :c:
