15.1 Ball is thrown with both hands

New Text
At the moment of delivering the ball, the thrower must:
• face the field of play
• have part of each foot either on the touch line or on the ground outside the touch line
• throws the ball with both hands from behind and over the head from the point where it left the field of play

Explanation
throws is a more logical word to use than delivers
• combining bullet points 3 and 4 emphasises that the ‘one handed’ foul throw (ball thrown with one hand and guided with the other) is not permitted.

 

15.2 Encroaching within 2m (2yds)

Old Text
If an opponent unfairly distracts or impedes the thrower
• he is cautioned for unsporting behaviour

New Text
An opponent who unfairly distracts or impedes the thrower (including moving closer than 2m (2 yds) from the place where the throw-in is to be taken) is cautioned for unsporting behaviour and if the throw-in has been taken an indirect free kick is awarded.

Explanation
Clarifies that not respecting the 2m (2yds) distance is considered unfairly distracting or impeding and an IDFK is the restart if the throw-in has been taken.
