Falmouth & District League 1952/53

I've just found my handbook for the 1952/53 season of the Falmouth & District League 1952/53. I thought it would be interesting so see how rules either varied or stay the same. 

One copy of the pocket sized handbook was given to every League Official, to each Club participating and to each Referee under the League jurisdiction. Replacement copies will be supplied to the aforementioned on payment of 4/6 to the League Secretary. The handbook took effect from August 1952.

RULES of the Falmouth & District League

1. The amalgamation of Clubs shall be called "The Falmouth And District League."

2. The Annual Meeting shall be held during the close season and before August 7th, to which each Club shall be entitled to send one representative with power to vote, who alone shall elect the Officers and Executive Committee of the League for the ensuing season. Not less than 21 days' notice being given to each Club.

3. The Officers of the League shall consist of the President, Vice Presidents, Chairman, Vice Chairman, Hon Auditor(s), Hon Treasurer, Hon Secretary and Registration Secretary. The Executive Committee shall consist of 8 members who shall have no active association with any Club competing in the League, and they, together with one representative of each Club competing, shall constitute the Management Committee of the League. They shall also have the power to co-opt one member from the Referees' Committee.

4. The general business and management of the League shall be conducted and governed by the Executive; such executive to be composed of the following; the Chairman, the Vice Chairman, the Executive Committee, the Hon Treasurer, Hon Secretary and Registration Secretary.

5. The League shall meet on the third Wednesday of each month during the football season, in the Women's Institute, Falmouth at 7.30pm., if Officers find it necessary, unless that date be impossible when it shall be altered to another date in that month. The League Executive shall, as necessary, hold regularly monthly meetings, immediately preceding the League meeting, at 7.0pm. Five members shall constitute a quorum.

6. All matters of dispute shall be communicated to the League Secretary to be laid before the Executive. This does not apply to cases of misconduct which can only be dealt with by the CCFA.

7. Any member of the League Executive failing to attend for three consecutive monthly meetings without a reasonable excuse, his seat shall be declared vacant, and the League shall appoint a new member at the next meeting.

8. Clubs failing to be represented at any notified meeting of the Management Committee are to be fined 5/-, unless an explanation be accepted by the Committee.

9. At all meetings of the League, or League Executive, 10 minutes only shall be allowed on any particular subject for discussion, whether included in the agenda items or discussed on 'other business', unless the Meeting agrees, by vote, to an extension of time. Any subject(s) so terminated cannot be discussed during that particular meeting.

10. The Executive Committee reserve the right to deal with anything not provided for in the rules governing all Competitions.

11. The League Executive shall award medals to winners of competitions, as circumstances and funds permit. One set for any particular competition to comprise 12 medals.

12. All Competition Finals - No matches shall be played by other Clubs under the jurisdiction of the League on the dates fixed for the finals, without the permission of the League.

13. In the event of the League entering the Cornwall Junior Inter-League Competition, or other approved inter-league competition, a practice match shall, where possible, take place being priorto any, or all, competition matches of the League, between twenty two players selected by the Executive who shall also select a ground (not then being used for a County or League match) for the practice match, and shall pay expenses, including marking-out fee of 12/6 to the Club on whose ground the practice is held, and 3rd class rail fair (or equivalent) to 22 players. Any Club having three or more players chosen for such a match shall be permitted to cancel any other League commitment arranged for that time.

14. Any Club wishing to propose any alteration in the existing rules, or the addition of a new rule, shall give notice to the League Secretary, in writing 14 days previous to the meeting of their intention so to do. Details shall be included in the agenda of the next Annual Meeting; such alterations and additions are to be made only at the Annual Meeting, and to be supported by not less than two Clubs, and to be then circularised to all League Clubs by the League Secretary. A copy of the Balance Sheet shall, whenever possible, be circulated to all competing Clubs before the Annual Meeting. The League Secretary shall call a Special General Meeting on receiving a request, which shall be accompanied by the resolution to the Meeting, and which shall be signed by not less than 4 clubs.

15. All protests and claims (apart from those governed by Wheatley Cobb Memorial Shield, rule 14) must be lodged, in duplicate with the League Secretary within 3 days thereafter (Sunday excepted) accompanied by a deposit of 5/-, which shall be forfeited if the said protest or claim be considered trivial.

16. Any Club has the right to appeal to the CCFA against any decision of the Management Committee.

Must have been the Helston League as no mention in this handbook. It would be interesting to know what happened to the cups that were discontinued - Goldman Cup, Robert Ketchen Cup, Evan Smith and Dallas Wake Cups. The Colyer Shield, Barker Bowl, Lockhart and Wheatley Cobb Cups were in the Falmouth-Helston League with the latter three still in existence.
