It's NOT Goal Average it is Goal DIFFERENCE

So 54 For and 28 Against becomes +26

Whereas 28 For and 54 Against becomes -26

If the difference is the same the team who has scored most goals is classed as having a better goal difference.

therefore, a team with 29 For and 55 Against beats one with 28 For and 54 Against.

i.e

In the event that two (or more) teams have an equal number of points, the following rules break the tie:

1. Goal difference

2. Goals scored

For once Mountaineer and myself agree.

Some leagues have a rule if points, goal difference and goals scored are the same then if it is to decide league placings then the games between the sides decides placings.

There is a Combo Rule that states

12. POINTS TO DETERMINE CHAMPIONSHIP "DECIDING" MATCHES - PROMOTION AND RELEGATION

(a) The Competition shall be decided by points; the Club getting the highest number of points at the conclusion of the season shall be adjudged the winners.

Three points to be given for a win and one for a draw. In the event of two or more Clubs being equal on points for any position in the League Table at the close of the Competition, goal difference shall decide. In the event of two or more Clubs being level on points and goal difference for any important position at the close of the Competition, a deciding match shall be played under conditions arranged by the Management Committee.
